I think the words of the great ancient healer of Hippocrates “Medicine is truly the noblest occupation of all sciences and arts” fully reflect the essence of your hard and at the same time glorious profession.
The protection and promotion of public health is the most important task that is crucial for any state and society.
In our land, in ancient times, there were many medical medical and educational institutions, the invaluable scientific works of Abu Ali ibn Sino and our other scientists and thinkers, their methods of manufacturing medicines and treatments have gained fame all over the world. This indicates how much attention our ancestors paid to the knowledge of the science of man and his health.
It is no coincidence that we began the cardinal transformations in the republic with the most important areas in the life of our society - ensuring peace and tranquility, as well as protecting public health.
Indeed, peace and health are the greatest, truly priceless good for every person, our entire nation. We all well understand that only a healthy person and a healthy nation are capable of great achievements.
It is no secret that, along with the positive results achieved in the healthcare system, there are a number of shortcomings and pressing problems that need to be addressed.
Therefore, in the past three years, the appeals, opinions and proposals of our citizens have been comprehensively studied, more than 170 legal acts aimed at deep reforming the medical sphere have been adopted.
In particular, in accordance with the Decree “On comprehensive measures to radically improve the health care system of the Republic of Uzbekistan”, the Concept for the Development of the Health Care System of the Republic of Uzbekistan for 2019-2025 and the corresponding program were approved.
This creates new opportunities for the person, his life and health to truly become a top priority in the entire healthcare system, as well as to improve the quality of medical services to international standards.
As you know, for the family and for the state it is much more profitable, more effective to prevent diseases than to treat. Therefore, in our country, paramount importance is attached to the development of preventive medicine.
Along with this, in order to improve the health care system in the country, 817 rural medical centers, 798 rural and 178 city family clinics with women's clinics and girls' health rooms were opened, and narrow specialists of five profiles, round-the-clock ambulance and social services were organized pharmacies.
A single centralized system of emergency and emergency medical care was created, which is most in demand among the population. The number of ambulance crews increased from 818 to 1666, their location is close to settlements. Over 1,500 vehicles were purchased to upgrade the service fleet.
National programs are being implemented in another important direction - strengthening reproductive health, protecting motherhood and childhood. In the regions, children's departments have opened new departments - neonatal surgery, cardiac surgery, invasive surgery, adolescent gynecology and many other new areas, complex operations are being carried out.
Such transformations contribute to improving the health of women, significantly reducing the mortality of mothers and newborns.
In addition, on the basis of the new approach, patronage service has been established. It should be specially noted that a lot of work is being done to fully cover the patronage of lonely elderly people, persons with disabilities, women of childbearing age and children. By studying the health status of the population through regular nursing rounds by nurses, positive results are achieved in the prevention of various diseases and the improvement of medical culture in families.
As you know, specialized medical institutions are located mainly in the capital, so residents of the regions often had to travel a long way to get the necessary help.
Recently, due to the expansion of the network of specialized medical centers in the field, in particular, in such areas as allergology, oncology, nephrology and kidney transplantation, neurology, traumatology and orthopedics, neurosurgery, their number has reached 16. 310 specialized departments have been organized in the regions, 14 branches of republican specialized scientific and practical medical centers.
Today, not only in the capital, but also in Namangan, Khorezm, Ferghana, Bukhara, Kashkadarya and other areas, most complicated cardiosurgical operations are successfully performed, and in the leading medical centers - transplantation of kidneys, liver, stem cells.
As a result of creating ample opportunities for private sector development, the number of private medical institutions has exceeded 5300.
In addition, over 100 modern joint clinics with countries such as the USA, Germany, Russia, India, and Turkey have been opened in the country in a short time.
Currently, the training of qualified personnel for the field is carried out in the country by 7 medical universities and 4 of their branches, as well as 22 international faculties created in conjunction with prestigious foreign medical and scientific institutions.
The domestic pharmaceutical industry is developing steadily, and effective mechanisms for the supply of affordable and high-quality medicines, as well as the pricing of them, are being developed.
The amount of funding for the health system has increased several times, which helps ensure the effectiveness of reforms. For example, if in 2017 7.1 trillion soums were sent to the sphere, then in 2019 - already 12.1 trillion soums. This is 1.6 times more than in previous years. The amount of funds allocated for pharmaceuticals, medical devices, construction and repair of healthcare facilities has tripled.
Over the past three years, construction and repair work has been completed in more than 1300 medical institutions, only this year they are equipped with modern medical equipment for a total of $ 100 million.
The state constantly pays attention to a worthy assessment of the responsible work of doctors, improving the conditions of their work and life, providing modern housing, moral and material support. Work in this direction will continue sequentially.
Deepening the reforms initiated in the health care system, improving the quality and effectiveness of medical care, introducing the most advanced innovations into the industry and mastering innovations places a huge responsibility on the leaders of the sector, scientists and doctors, nurses and specialists.
We are faced with such important tasks as the phased implementation of the compulsory medical insurance system, the establishment of effective activities of the Agency for Medical and Social Services under the Ministry of Health, and the further improvement of the quality of medical education and the effectiveness of scientific activities.
I am convinced that the dedicated employees of the healthcare sector of Uzbekistan will honor these important tasks with honor, using all their potential and experience, strengths and capabilities.
Undoubtedly, you, the guardians of our health, will justify the high trust of the people with your knowledge and skills, selfless, devoted service of the most humane profession in the world.
